This is like in every scifi setting ever: you don't rapidly elevate less advanced civilizations to your level, because they can't value what they have received unless they themselves do the work (thus giving it a value; the more you pay/work for something the more valuable it is to you).
Like many of the younger people in the west can't value what they have because they've had it since birth without any effort.
No one values free.
