I don't think it matters why someone wasn't hired. Whatever the reason, it's their decision.
When I run a company, I choose who do I want to work with. You know: I choose my own company. I get to choose with whom do I want to hang out with. You don't get to force me to hire someone, if I don't need nor want you in my company, I'm not hiring you. (And it would be my loss if I made the decision based on irrelevant stuff like race, sex or whatever and lost a productive employee because of it)
Also I'm not going pay a person more if he/she doesn't ask for it, and if get the vibe that I don't have to pay more, I won't. But if the employee is irreplaceable and threatens to walk, it is in my and my company's best interest to pay more. It's about being valuable to the company. And you can do the same: if you don't like me or my company, don't work there. If you feel you aren't being valued enough, then walk. Find a better solution, like I would with an employee: I'd find a better one if the employee isn't worth of his/her paycheck (Produces less than is being paid).
Do all the temper tantrums and rebellious shit you want: you can't force me to you hire you. BUT I will hire you if I need you and you prove to be valuable to me. I choose you if I like/want/need you and what you have to offer: this is how it works in ANY relationship, may it be with friends, lovers, employees and employers etc. I have to derive some personal benefit (that I personally can directly or indirectly perceive and value) from the relationship.
Forcing someone to hire = Forcing someone pay/buy a service/product = Extortion. ("Pay me money or else")
